Antigua Offers to End CIP by 2030
Antigua and Barbuda has offered to end its Citizenship by Investment Programme (CIP) by the end of 2030, provided the European Union agrees to a longer transition period and provides financial and technical assistance.
Prime Minister Gaston Browne presented the proposal in an October 30 letter to EU Commissioner Magnus Brunner. The request comes as the EU has set June 1, 2028, as the proposed deadline for closing the programme.
The government is asking for support to assess the potential economic, financial, social and legal effects of ending the CIP. The assessment is expected to be submitted to the European Commission by March 2027.
Browne has also requested financial assistance to help address possible losses in government revenue, investment and employment. The government says a gradual transition would give time to manage existing development projects and financial commitments.
Antigua and Barbuda’s offer remains conditional. The EU has not confirmed whether it will accept the proposed 2030 timeline, and the country is expected to formally communicate its position by November 12.
