Canada Strengthens CARICOM Partnership on Security and Climate
Canada and the Caribbean Community (CARICOM) have renewed their commitment to closer cooperation on regional security, economic growth and climate resilience. The agreement followed high-level talks during the Organization of American States (OAS) General Assembly in Panama. The meeting reviewed progress under the Canada-CARICOM Strategic Partnership, which was launched in 2023. Ministers said global challenges make strong partnerships more important than ever. They agreed to continue working together on shared priorities that support stability and long-term development across the Caribbean.
Canada and CARICOM ministers approved a renewed Action Plan built around three main priorities. These are stronger economies, climate action and regional security. They agreed the plan should include clear timelines, measurable goals and sustainable funding. This will help ensure the commitments produce real results. Security discussions focused on organized crime, gang violence, irregular migration and maritime crime. Ministers also highlighted the need to strengthen cyber security and improve the ability of regional institutions to respond to growing threats. Canada will continue supporting regional security through training, capacity building and operational partnerships.
Canada also joined CARICOM in expressing concern over the crisis in Haiti. Ministers said the political, security and humanitarian situation continues to affect the wider region. They called for continued international support for the Gang Suppression Force (GSF), which is helping Haitian authorities restore security. They also backed renewing the mission’s United Nations mandate later this year. Ministers reaffirmed support for Haiti’s right to hold credible elections. They also encouraged stronger judicial institutions and continued efforts to tackle corruption and improve public confidence in government.
Canada and CARICOM also discussed ways to expand trade, investment and sustainable development. Ministers said affordable and reliable energy is important for economic growth and innovation. They highlighted the value of the CARIBCAN programme, which gives duty-free access to the Canadian market for most products from Commonwealth Caribbean countries and territories. They also called for better access to climate financing and concessional funding for small island developing states. Officials will now finalize the renewed Action Plan before a Senior Officials’ Dialogue later this year. Ministers also plan to continue discussions on Haiti during the United Nations General Assembly in September. This meeting will focus on both immediate and long-term support for the country.
