REPORT FROM THE CABINET OF ANTIGUA AND BARBUDA
MEETING OF WEDNESDAY 1st July 2026

Pastor Braithwaite of the Church of God of Prophecy delivered the devotional message to Cabinet, drawing inspiration from Luke 8:5–8, the Parable of the Sower. He reminded members that, just as the sower scattered seed upon different types of ground, the decisions and actions of leaders are seeds that ultimately determine the harvest experienced by a nation.

He encouraged Cabinet members to be faithful stewards of the responsibilities entrusted to them, sowing seeds of integrity, compassion, justice, and service that would produce lasting benefits for the people of Antigua and Barbuda. Pastor Braithwaite emphasized that the true measure of leadership is reflected in the positive transformation of the lives of constituents, urging Ministers to ensure that every policy and decision creates opportunities for citizens to flourish.

In prayer, Pastor Braithwaite sought God’s divine wisdom, discernment, and guidance for the Prime Minister and members of the Cabinet as they carry out their duties. He also invoked God’s continued protection and blessings upon each Minister and their families, praying that they would be strengthened to lead with humility, courage, and unwavering commitment to the nation’s welfare.

The meditation concluded with a call for Cabinet members to remain steadfast in sowing good seed, trusting that faithful leadership, grounded in God’s wisdom, would yield a harvest of peace, prosperity, and hope for Antigua and Barbuda.

Cabinet Receives Second Quarter Fiscal Performance Report; Commends Strong Revenue Performance and Maintains Fuel Prices

The Cabinet of Antigua and Barbuda has received the Government’s Second Quarter Fiscal Performance Report from the Ministry of Finance, which outlined the country’s continued fiscal strength, sustained growth in customs revenue collections, prudent expenditure management, and the Government’s decision to maintain current retail fuel prices.

Cabinet was informed that the Antigua and Barbuda Customs and Excise Division has continued its strong upward trajectory in revenue collections, reflecting improved compliance, enhanced enforcement measures, and increased economic activity. Annual customs revenue has risen steadily from EC$392 million in 2022 to EC$402 million in 2023, representing a 5 percent increase. Collections grew further to EC$502 million in 2024, an increase of 25 percent, before reaching EC$573 million in 2025, an additional 14 percent increase.

For the first six months of 2026, Customs collected EC$276.85 million, surpassing the EC$255.37 million collected during the corresponding period in 2025. Revenue collections for the month of June totalled EC$35.97 million, contributing significantly to the Division’s year-to-date performance.

Cabinet commended the Comptroller and staff of the Customs and Excise Division for their continued commitment to strengthening revenue administration and ensuring greater compliance. Members noted that the sustained improvement in customs collections has strengthened the Government’s ability to meet its financial obligations while maintaining fiscal discipline and supporting national development priorities.

The report also detailed Government expenditure during the second quarter. Excluding recurring payroll costs, the Government processed 38 discretionary payments totalling EC$158.8 million, reflecting its commitment to meeting statutory obligations, supporting critical public institutions, and advancing infrastructure development.

Among the most significant expenditures was EC$44.2 million disbursed through the Capital Infrastructure Development Fund to finance major public works and capital projects. Other substantial payments included EC$16.37 million to the Sir Lester Bird Medical Centre in support of healthcare services, EC$12.76 million to the Antigua and Barbuda Tourism Authority as a statutory subvention, and EC$6.35 million toward the Government’s Eastern Caribbean Central Bank loan obligations.

Cabinet also welcomed a significant update on the Government’s external debt portfolio, noting the substantial reduction in loans financed by the People’s Republic of China. Members were advised that the Government has reduced its outstanding Chinese-funded loan obligations from more than US$300 million to approximately US$120 million, reflecting the success of the Government’s prudent fiscal management strategy and disciplined approach to debt reduction.

Cabinet was informed that the original portfolio included financing for the V.C. Bird International Airport, the Fifth Cruise Berth and Port Redevelopment Project, the Sir Lester Bird Medical Centre (Mount St. John’s Medical Centre), and the Wadadli Power Plant. The original loan amounts totalled approximately US$80 million for the airport redevelopment, US$100 million for the seaport development, US$20 million for the medical centre, and US$55 million for the Wadadli Power Plant.

Members further noted with satisfaction that the loan associated with the Sir Lester Bird Medical Centre has been fully liquidated, representing another important milestone in the Government’s debt reduction programme.

Cabinet attributed the marked decline in the country’s Chinese-funded debt obligations to prudent fiscal management, sustained economic growth, improved revenue performance, and the Government’s commitment to meeting its financial obligations in a timely manner. Members observed that the reduction in debt enhances Antigua and Barbuda’s fiscal resilience, creates greater fiscal space for investment in national development priorities, and further strengthens the country’s macroeconomic position.

Cabinet was further updated on the outcome of Antigua and Barbuda’s participation in the International Monetary Fund (IMF)/Eastern Caribbean Currency Union (ECCU) Fuel Price Study, undertaken in March 2026 as one of two pilot countries. The study examined fuel pricing mechanisms across the region against the backdrop of rising global fuel costs, increased importation and operational expenses, and ongoing regional discussions on improving fuel price transparency.

Following careful consideration of the study’s findings and the policy options presented, Cabinet agreed that retail fuel prices in Antigua and Barbuda will remain unchanged.

Cabinet noted that Antigua and Barbuda continues to maintain some of the most affordable fuel prices within the Eastern Caribbean Currency Union. Retail gasoline remains at EC$14.50 per gallon, while diesel remains at EC$14.25 per gallon—both among the lowest prices in the sub-region. Cabinet observed that consumers in several neighbouring jurisdictions continue to pay significantly higher prices for both gasoline and diesel.

Members emphasized that maintaining current fuel prices represents a deliberate policy decision by the Government to shield households, businesses, and productive sectors from additional financial pressures arising from global energy market volatility. While international fuel prices and importation costs have increased, the Government has opted to absorb these pressures rather than pass them on to consumers.

Cabinet recognized that this policy constitutes a meaningful concession to the people of Antigua and Barbuda and reflects the Government’s broader commitment to protecting the cost of living, preserving household purchasing power, supporting business competitiveness, and sustaining economic growth.

The Cabinet reaffirmed its commitment to sound fiscal management, responsible stewardship of public finances, and the implementation of policies that promote economic stability while safeguarding the welfare of the people of Antigua and Barbuda. Continued improvements in revenue performance, coupled with disciplined expenditure management, will enable the Government to finance critical investments in healthcare, education, infrastructure, public safety, and other essential services while maintaining a stable macroeconomic environment.

Cabinet Approves Major Investment to Modernize Sir Lester Bird Medical Centre and Strengthen National Eye Care Services

The Cabinet of Antigua and Barbuda has approved a series of transformative initiatives aimed at significantly enhancing healthcare delivery at the Sir Lester Bird Medical Centre (SLBMC), reaffirming the Government’s commitment to providing world-class medical services for the people of Antigua and Barbuda.

During the Cabinet meeting, the Hon. Michael Joseph, Minister for Health, Wellness, the Environment and Civil Service Affairs, presented a comprehensive proposal outlining the critical medical equipment and infrastructure required to modernize the nation’s principal hospital.

Following the presentation, Cabinet granted immediate approval for the Ministry of Health to commence negotiations with a financial institution to secure an EC$14 million loan to facilitate the acquisition of essential medical equipment and technological upgrades identified as priorities for the hospital’s continued development.

Recognizing the urgent need to strengthen diagnostic services, Cabinet further approved the immediate allocation of EC$2.5 million for the procurement of a new Computed Tomography (CT) Scanner, replacing ageing equipment and significantly improving the hospital’s diagnostic imaging capabilities. The new CT scanner is expected to reduce waiting times, improve diagnostic accuracy, and enhance emergency and specialist care for patients.

The Minister advised Cabinet that the modernization programme encompasses a broad range of priority medical equipment and infrastructure, including:

•⁠  ⁠Hospital beds;

•⁠  ⁠Fluoroscopy equipment;

•⁠  ⁠Cybersecurity enhancements and information technology infrastructure;

•⁠  ⁠Laparoscopic tower systems;

•⁠  ⁠Neonatal incubators;

•⁠  ⁠CT pressure injector;

•⁠  ⁠Digital X-ray equipment;

•⁠  ⁠Ophthalmology surgical equipment;

•⁠  ⁠Anaesthesia machines and patient monitors;

•⁠  ⁠Operating theatre tables;

•⁠  ⁠Diathermy machines;

•⁠  ⁠Cryotherapy equipment for ophthalmic procedures; and

•⁠  ⁠Other specialized medical devices designed to improve patient care across multiple clinical disciplines.

Cabinet noted that these investments represent one of the most comprehensive equipment modernization initiatives undertaken at the Sir Lester Bird Medical Centre in recent years and are intended to substantially improve the quality, efficiency and reliability of healthcare services.

The Minister also updated Cabinet on plans to strengthen ophthalmic services through strategic international collaboration.

Cabinet was informed that the Minister will travel to the People’s Republic of China next week to engage with HE Vision Group, an internationally recognized leader in digital ophthalmology and artificial intelligence-driven vision screening technologies.

The visit will include discussions on acquiring three specialized eye care systems designed to dramatically expand Antigua and Barbuda’s vision screening capacity. The proposed equipment includes intelligent, non-mydriatic retinal imaging systems capable of detecting a wide range of eye conditions, portable AI-assisted vision screening devices suitable for community and school-based screening programmes, and digital ophthalmology platforms that facilitate rapid diagnosis, data management and specialist consultations.

The Minister will also visit the company’s affiliated university and teaching hospital to examine best practices in ophthalmic care, medical training and technological integration, with a view to establishing a long-term partnership that will benefit Antigua and Barbuda’s healthcare sector.

Cabinet welcomed the proposal, noting that the advanced screening technologies have the potential to allow more than 80 percent of the country’s population to undergo vision screening before the end of the year. The initiative is expected to facilitate the early detection of glaucoma, diabetic retinopathy, cataracts, refractive errors, amblyopia and other preventable causes of vision impairment, particularly among school-aged children, senior citizens and persons living with chronic diseases.

Cabinet further noted that the portable nature of the equipment will support outreach programmes throughout Antigua and Barbuda, enabling screenings in schools, community centres, workplaces and healthcare facilities.

The Minister also reported that plans continue to advance toward the establishment of 24-hour pharmaceutical services at the Sir Lester Bird Medical Centre.

Cabinet welcomed this development, noting that around-the-clock pharmacy services will significantly improve patient care by ensuring continuous access to prescribed medications for emergency, inpatient and after-hours cases, while enhancing the efficiency of hospital operations.  This service will commence at Sir Lester Bird Medical Centre from October 1.  In addition, the Sickle Cell Unit will become fully operational by 6th August.

Cabinet emphasized that these initiatives form part of the Government’s broader strategy to modernize the nation’s healthcare system through sustained investment in medical technology, digital innovation, infrastructure and specialized clinical services.

Cabinet reaffirmed that improving access to high-quality healthcare remains one of the Government’s highest priorities and pledged its continued support for initiatives that deliver better health services and improved quality of life for every resident of Antigua and Barbuda.

Cabinet Receives Update on National Housing Programme

Prime Minister Gaston Browne updated the Cabinet on the progress of the Government’s transformative Booby Alley Housing Project, advising that plans are being finalized for the establishment of a comprehensive management structure to ensure the long-term sustainability and proper maintenance of the development.

The proposed management framework will include dedicated maintenance teams, block managers responsible for the day-to-day administration of the residential complex, a dedicated sewage disposal management system, and a solar power system designed to improve energy efficiency and reduce operating costs for residents.

Cabinet also agreed that the housing developments to be constructed in Bolans and Barbuda will form part of the Government’s Social Housing Programme. As such, the homes will be made available under a rent-to-own arrangement, enabling qualified families to transition from tenants to homeowners over time.

Recognizing that some prospective homeowners may not meet the lending requirements of commercial financial institutions, Cabinet further agreed that eligible applicants will be able to access mortgage financing through the National Housing programme, providing an alternative pathway to homeownership for low- and middle-income families.

The Bolans, and Barbuda housing initiatives in collaboration with the government of the People’s Republic of China, collectively represent an investment of approximately US$20 million, underscoring the Government’s continued commitment to expanding access to affordable, resilient, and sustainable housing while improving the quality of life for citizens and residents across Antigua and Barbuda.

Cabinet Supports Transformational Development for Perry Bay/Keeling Point and Darkwood Beach

The Cabinet of Antigua and Barbuda has endorsed the Government’s vision to transform the Perry Bay/Keeling Point area into a modern mixed-use development that will expand housing opportunities, stimulate economic activity, and enhance the country’s tourism product.

Prime Minister the Honourable Gaston Browne updated Cabinet on the proposed development, which will include a new residential housing community, a marina, and commercial lots designed to attract investment, create employment, and support sustainable economic growth.

Cabinet also received an update on plans to transform Darkwood Beach into a public park that will preserve and enhance one of the country’s most treasured natural spaces while providing residents and visitors with improved recreational amenities.

The Cabinet agreed that concept designs for both projects will be presented for its consideration as planning advances. Ministers emphasized that the Government remains committed to ensuring that development is undertaken in a responsible and sustainable manner.

Accordingly, Cabinet supported the decision that comprehensive Environmental Impact Assessments (EIAs) will be conducted before either project proceeds. The assessments will inform the planning process and ensure that environmental considerations are fully integrated into the final designs.

Cabinet reaffirmed its commitment to pursuing development that balances economic progress with environmental stewardship, while creating new opportunities for homeownership, investment, recreation, and national prosperity. The Government will continue to keep the public informed as both projects advance through the planning and consultation process.

Cabinet Reaffirms Commitment to Five Islands Education Development

The Cabinet of Antigua and Barbuda has reaffirmed its unwavering commitment to expanding educational opportunities through the continued development of the Five Islands education complex, following an update from the Honourable Daryll Matthew, Minister for Education.

Minister Matthew informed Cabinet that construction of the new Five Islands Primary School is progressing smoothly and remains on schedule. He further advised that the Ministry of Education will provide the public with a comprehensive update on the project’s progress next week.

Cabinet also received an update on the planned expansion of the University of the West Indies (UWI) Five Islands Campus. The Minister reported that the procurement process is progressing as planned, with the deadline for the submission of bids set for 14 August. He further noted the strong level of interest in the project, with approximately 18 firms having already expressed interest in undertaking the expansion.

Cabinet welcomed the significant response from prospective contractors, viewing it as a strong vote of confidence in the Government’s vision to establish the Five Islands Campus as a premier centre for higher education and research in the Eastern Caribbean.

The Cabinet reaffirmed that the simultaneous construction of the new primary school and the expansion of the UWI Five Islands Campus represent major investments in Antigua and Barbuda’s education sector. These projects form part of the Government’s long-term strategy to strengthen educational infrastructure, expand access to quality learning, and equip future generations with the knowledge and skills needed to drive national development.

Cabinet expressed confidence that both initiatives will deliver lasting benefits to students, educators, and the wider community, while reinforcing Antigua and Barbuda’s position as a regional hub for education and innovation.

Cabinet Endorses Minister Turner’s CDEMA Report

The Cabinet of Antigua and Barbuda has endorsed the report presented by the Honourable Rawdon Turner, Minister for Social and Urban Transformation, following his participation in the 16th Meeting of the Council of Ministers of the Caribbean Disaster Emergency Management Agency (CDEMA) held in Trinidad and Tobago.

Cabinet commended Minister Turner for effectively representing Antigua and Barbuda and welcomed the meeting’s emphasis on strengthening regional cooperation, disaster preparedness, operational readiness, and resilience in response to the increasing threat of natural disasters across the Caribbean.

The Cabinet noted with pride Antigua and Barbuda’s continued leadership within the CDEMA system, including its participation in the Supply Chain Assessment (SCAN) initiative and its hosting of Caribbean Disaster Relief Unit (CDRU) training. These initiatives underscore the country’s commitment to enhancing regional emergency response capabilities.

Cabinet also welcomed CDEMA’s ongoing efforts to modernize its Regional Response Mechanism, strengthen financial governance, expand disaster management training, and develop a new strategic plan to guide the Agency beyond 2027.

The Government reaffirmed its commitment to working closely with CDEMA, the National Office of Disaster Services (NODS), and regional partners to strengthen national disaster preparedness, protect lives and property, and build a more resilient Antigua and Barbuda and Caribbean region.
