Premier Dr. Natalio Wheatley announced the measure during his 2026 State of the Territory Address. According to Wheatley, removing visa requirements for work permit holders will reduce delays that businesses face when bringing employees into the territory. As a result, companies will be able to fill vacancies more quickly and support their operations more effectively.
The reform forms part of a wider strategy to strengthen economic growth and improve the ease of doing business. In addition, the government has introduced digital upgrades to the work permit process. These improvements include online systems that help speed up applications and reduce administrative delays.
Wheatley also highlighted efforts to improve workforce participation. The government has expanded labour outreach programmes, strengthened workplace rights education, and increased cooperation with employers. Furthermore, officials plan to extend workforce initiatives to sectors such as hospitality, agriculture, fisheries, marine industries, and skilled trades.
Meanwhile, businesses across several industries have continued to report challenges in recruiting and onboarding workers. Therefore, the planned changes for work permit holders are expected to provide relief to employers that need staff quickly.
The government is also pursuing broader investment reforms. These include a proposed Investment Act and the creation of a trade and investment promotion agency. The agency will serve as a one-stop shop for local and foreign investors.
