Cabinet Notes- 14 October 2026

Rev. Christopher Roberts led the meditation during the Cabinet meeting on Wednesday, 14th
October 2026, reflecting on the theme of timing, love, and the importance of recognizing God’s
purpose in our lives.

In his meditation, Rev. Roberts encouraged members to reflect on the difference between timing
and the spirit in which decisions are made. He emphasized that, while a decision may be appropriate,
its impact can be influenced by the spirit in which it is carried out.

He highlighted the importance of acting with love, cautioning that a spirit of love must guide
decisions and interactions with others. He also stressed the need to stand firm in one’s convictions
while exercising care and wisdom in dealing with people.

Rev. Roberts further encouraged Cabinet members to recognize that self-deception can sometimes
prevent individuals from appreciating the true impact of their actions on others. He underscored the
importance of humility, self-awareness, and a willingness to examine one’s motives and conduct.
The meditation concluded with a call to prayer for peace and Cabinet members, particularly as they
undertake the responsibilities of governance. Rev. Roberts encouraged members to be mindful of
their individual and collective roles and to remain guided by wisdom, love, and a spirit of service in
their decisions.

The meditation served as a reminder that effective leadership requires not only sound judgment and
timely action, but also compassion, integrity, and a genuine concern for the well-being of others.

Cabinet Receives Comprehensive Security Briefing Ahead of Commonwealth Heads of Government Meeting
The Cabinet of Antigua and Barbuda on Wednesday received a comprehensive briefing from the
senior leadership of the country’s Police force on the state of readiness and ongoing preparations for
the Commonwealth Heads of Government Meeting (CHOGM), scheduled to take place in Antigua
and Barbuda from November 1 to 4, 2026.

The high-level security delegation updated Cabinet on the progress being made to ensure that
Antigua and Barbuda provides a safe, secure and welcoming environment for Heads of
Government, official delegations, international dignitaries, invited guests and members of the public
during the historic gathering.

The discussions focused on the overall preparedness of the national security apparatus, the
coordination of participating agencies, personnel readiness and the resources required to support the
successful hosting of the international meeting.

Cabinet was advised that preparations are advancing, with the relevant agencies continuing to work
collaboratively to fulfil their responsibilities during the Commonwealth gathering.
The Prime Minister, the Honourable Gaston Browne, and members of Cabinet examined the
general state of readiness and emphasised the importance of ensuring that the necessary resources
and administrative support are available to the security services.

The Prime Minister underscored the Government’s commitment to providing the support required
for the security agencies to discharge their responsibilities effectively and professionally.
Cabinet also discussed the importance of close coordination among the various national security
organisations and their regional and international partners, recognising that the hosting of an event
of this magnitude requires a unified and carefully coordinated approach.
The Government acknowledged the considerable responsibility being undertaken by the men and
women of the security services, who will play a critical role in ensuring the success of CHOGM
2026.

Cabinet expressed appreciation to the leadership and personnel of the participating agencies for
their ongoing preparations, dedication and commitment to national service.
The Cabinet further emphasised that the security arrangements must be implemented in a manner
that maintains public confidence, respects the daily activities of residents and businesses, and
upholds Antigua and Barbuda’s reputation as a peaceful and welcoming destination.
Cabinet assured the public that the relevant authorities are continuing their preparations and that
appropriate public advisories will be issued where necessary to facilitate cooperation and minimise
inconvenience.

The Government also encouraged residents to extend their customary hospitality to visiting
delegations and to cooperate with the relevant authorities as Antigua and Barbuda prepares to
welcome representatives of the 56-member Commonwealth.
CHOGM 2026 will be held under the theme “Accelerating Partnerships and Investment for a
Prosperous Commonwealth.”

Cabinet Receives Update from APUA and Ministry of Works on St. John’s Road Rehabilitation Ahead of
CHOGM 2026

The Cabinet of Antigua and Barbuda on Wednesday received a comprehensive update from the
Antigua Public Utilities Authority (APUA) and the Ministry of Works on the progress of
infrastructure improvements and road rehabilitation works being undertaken in St. John’s in
preparation for the Commonwealth Heads of Government Meeting (CHOGM).

During the presentation, representatives of APUA advised Cabinet that the Authority is in the final
stages of completing its underground utility works in the capital and expects to withdraw its
construction teams from St. John’s by the end of this weekend, allowing the Ministry of Works to
accelerate road resurfacing and restoration activities.

APUA reported that the installation of the new water distribution lines has been completed, with
remaining activities concentrated on final service connections, the installation of valve-box covers
and the reinstatement of sections of pavement affected by the utility upgrades.
The Authority informed Cabinet that High Street is now being supplied through the newly installed
water main, marking an important milestone in the programme to modernise the city’s ageing water
infrastructure.

APUA further reported that 19 valve-box covers are being installed, with completion targeted for
Saturday, while outstanding pavement reinstatement works are expected to be completed by Friday.
Prime Minister the Honourable Gaston Browne stressed the importance of completing the
remaining utility works promptly to allow the Ministry of Works to proceed with the resurfacing and
rehabilitation of the affected streets.

Cabinet was advised that the Ministry of Works is prepared to advance road restoration activities as
soon as APUA completes its outstanding installations and service connections.
Particular attention was directed towards High Street, where Cabinet instructed that priority be given
to completing the remaining utility works to facilitate immediate road repairs.

The Prime Minister emphasised that the approaching CHOGM meeting requires all agencies
involved in the improvement programme to work with greater urgency and coordination.
He noted that the Government has made a significant investment in upgrading the capital’s
infrastructure and expects the work to be completed to an acceptable standard.

The Prime Minister called for stronger supervision, more rigorous inspection of completed utility
installations and greater accountability among contractors and technical personnel.
Cabinet stressed that the successful completion of the infrastructure programme depends on
effective coordination between APUA, the Ministry of Works and their respective contractors.

The Prime Minister directed that outstanding issues be identified and resolved promptly, rather than
allowing avoidable delays to affect the road rehabilitation schedule.
Representatives of both agencies confirmed that communication mechanisms are already in place,
including regular exchanges among technical personnel and contractors.

Cabinet nevertheless instructed that these arrangements be strengthened, with daily monitoring of
outstanding concerns and immediate responses to issues affecting the progress of the works.
The Ministry of Works was encouraged to proceed with road rehabilitation in areas where utility
installations have been completed and the necessary clearances provided.

Cabinet also requested that APUA verify the performance of newly installed water lines and
investigate any concerns relating to water pressure or service delivery.
Cabinet acknowledged the progress reported by APUA and the Ministry of Works but emphasised
that the remaining work must be completed within the limited time available before the international
meeting.

The Government’s infrastructure improvement programme is intended not only to ensure that St.
John’s is appropriately prepared to welcome Commonwealth leaders and delegates, but also to
deliver lasting improvements in the quality of roads, water infrastructure and public facilities for
residents and businesses.

Prime Minister Browne reiterated that CHOGM 2026 provides an important opportunity to
accelerate the modernisation and beautification of the capital, while ensuring that the investments
made will continue to benefit Antigua and Barbuda long after the meeting concludes.
Cabinet expects APUA to complete its outstanding utility works and withdraw from the affected
streets by the end of the weekend, clearing the way for the Ministry of Works to intensify its road
rehabilitation programme.

The Cabinet will continue to monitor progress closely as the Government advances the final phase
of preparations for CHOGM 2026.

Cabinet Approves National Strategic Plan for Health 2026-2031

The Cabinet of Antigua and Barbuda has approved the draft National Strategic Plan for Health
(NSPH) 2026–2031, establishing a coordinated framework to guide the development and delivery of
health services across Antigua and Barbuda over the next five years.
The Plan represents a significant step in the Government’s continued efforts to strengthen the
national health system, improve access to quality healthcare, and promote better health and well-
being for all citizens and residents.

The National Strategic Plan for Health was developed following an Essential Public Health
Functions Assessment conducted by the Pan American Health Organization (PAHO) in 2023. The
assessment engaged multiple stakeholders through broad-based consultations and helped identify
priorities for strengthening the country’s public health system.

The NSPH 2026–2031 outlines eleven (11) strategic directions designed to support the effective
delivery of healthcare services to the people and visitors of Antigua and Barbuda. Its
implementation is expected to provide a structured, evidence-based approach to health sector
planning, institutional strengthening and the advancement of national health outcomes.
Cabinet’s approval reflects the Government’s recognition that a resilient and effective healthcare
system requires strategic planning, coordinated action and sustained attention to the evolving health
needs of the population.

The Ministry of Health, Wellness, Environment and Civil Service Affairs will be guided by the
approved Plan in advancing the strategic development and implementation of health services during
the period 2026–2031.

The Government remains committed to building a stronger, more equitable and responsive health
system that improves the quality of life of the people of Antigua and Barbuda and supports the long-
term health and well-being of the nation.

Cabinet Endorses International Music and Film Project Featuring Louis Tomlinson to Promote
Antigua and Barbuda as a Global Tourism Destination

The Cabinet of Antigua and Barbuda has welcomed and agreed to support a proposed international
music, film and tourism promotion initiative involving British singer-songwriter Louis Tomlinson, a
former member of the internationally acclaimed group One Direction.

Representatives of Vertigo Live, an international live entertainment and production company, made a
presentation to Cabinet outlining opportunities for collaboration with the Government of Antigua
and Barbuda on a documentary film and associated tourism marketing campaign featuring the
internationally recognised recording artist.

The proposed project, titled “Antigua and Barbuda at the Heart of the Film,” seeks to position the twin-
island nation prominently within the story of Tomlinson’s latest musical project, How Did I Get Here?,
while showcasing the country’s natural beauty, cultural heritage and tourism experiences to millions
of music fans worldwide.

Cabinet was advised that the film will draw upon themes of resilience, reflection, personal growth
and identity, using Antigua and Barbuda’s breathtaking coastal scenery as an important element of
the production.

A central feature of the proposal is an exclusive musical performance on an Antigua and Barbuda
beach, with an anticipated audience of approximately 250 persons. The performance would be
filmed against the backdrop of the Caribbean Sea, creating an intimate concert experience that
would form part of the documentary and its international promotional campaign.

The presentation also identified opportunities to incorporate additional locations and cultural
attractions, including Shirley Heights, local music, steelpan performances and aspects of Antigua and
Barbuda’s Carnival traditions.

Cabinet was informed that Louis Tomlinson commands a substantial international following,
particularly among younger audiences in the United Kingdom, United States, Europe and Latin
America.

His latest album, How Did I Get Here?, has generated significant international interest, while his
established social media presence provides an opportunity to introduce Antigua and Barbuda to
millions of potential visitors.

The proposed collaboration would combine the documentary with a targeted tourism marketing
campaign designed to convert international exposure into visitor interest and travel bookings.
Representatives of Vertigo Live outlined a proposed 12-month programme of promotional activities,
including the production of approximately 12 to 16 short-form videos for social media, destination
storytelling, fan engagement initiatives and targeted marketing in major tourism source markets.

The programme would also explore partnerships with airlines, travel platforms, hotels and other
tourism stakeholders to promote travel to Antigua and Barbuda.
Cabinet was advised that discussions could involve international travel partners, including British
Airways, alongside online travel and booking platforms, to connect the film’s global audience with
opportunities to visit the destination.

The presentation included illustrative estimates of approximately £1.4 million in equivalent media
exposure and £3.7 million in potential additional visitor spending over three years. Cabinet noted
that these figures represent projections rather than guaranteed financial returns.
Cabinet welcomed the proposal’s emphasis on incorporating Antigua and Barbuda’s cultural identity
into the production.

The project presents opportunities for local musicians, steelpan performers, cultural practitioners,
production personnel and tourism businesses to participate in an internationally distributed
entertainment initiative.

The visiting representatives also indicated that Tomlinson has expressed interest in supporting a
local charitable organisation, creating an opportunity for the project to leave a positive community
legacy.

Cabinet noted that the initiative aligns with the Government’s wider efforts to strengthen the
creative industries, expand opportunities for local talent and promote Antigua and Barbuda through
innovative international partnerships.
Following the presentation, Cabinet expressed its support for the proposed collaboration,
recognising its potential to provide valuable international exposure for Antigua and Barbuda while
strengthening the relationship between tourism, music, film and the creative economy.

Cabinet agreed that the relevant Government agencies should work with the project organisers to
identify areas of cooperation, including destination marketing, logistical coordination, engagement
with local cultural practitioners and opportunities for private-sector participation.
The Government’s support will facilitate further discussions on the proposed partnership, including
the respective responsibilities of the organisers, tourism stakeholders and participating agencies.
The details of any financial contributions, promotional commitments and operational arrangements
will be subject to further discussions and the necessary approvals.

Cabinet welcomed the opportunity to position Antigua and Barbuda at the centre of a major
international music production, noting that the country’s natural beauty, cultural heritage and
established tourism reputation provide an attractive setting for projects of this nature.
The initiative is expected to offer a distinctive opportunity to showcase Antigua and Barbuda to a
younger international audience while encouraging visitors to experience the destination firsthand.

Cabinet Approves Comprehensive Resettlement, Housing Allocation and Community Management Policy for Pelican
Court

The Cabinet of Antigua and Barbuda has approved a comprehensive Resettlement and Allocation
Policy for former Booby Alley homeowners and eligible residents who will occupy the newly
constructed Pelican Court housing development in Point.
The approval followed a presentation by Prime Minister the Right Honourable Gaston Browne, who
outlined the proposed arrangements for the allocation of housing units, property ownership,
financing, rental accommodation, condominium registration and the long-term management of the
new residential community.

The decision represents a major milestone in the Government’s Booby Alley Urban Development
and Renewal Project, which has transformed the former community into a modern, 150-unit
condominium-style development.

The project, financed through an approximately EC$50 million grant from the Government of the
People’s Republic of China, forms part of the Government’s wider urban renewal programme aimed
at improving housing conditions, promoting orderly community development and providing
dignified accommodation for former residents.

Under the approved policy, former homeowners and eligible residents will be accommodated
through a structured allocation process that takes account of their previous property ownership,
residential circumstances and eligibility for replacement housing.
The policy provides for the fair and orderly treatment of former homeowners, previous tenants,
persons wishing to remain in the Bay and Pestaina Streets area and individuals who may not qualify
for immediate homeownership.

Cabinet authorised the National Housing Development and Urban Renewal Company Limited to
facilitate financing, mortgage arrangements, rent-to-own opportunities and rental accommodation
for qualified applicants.

National Housing will also support the legal and technical processes required for condominium
registration and the eventual transfer of property titles to approved homeowners.
Cabinet further directed the Ministry of Legal Affairs, National Housing, the Development Control
Authority and the Land Registry to expedite the necessary surveys, condominium plans, registration
and title-transfer procedures.
Cabinet approved the establishment of clear rules governing the occupation and maintenance of
Pelican Court.

No individual will be permitted to occupy a unit without written authorisation.
Where residents are approved to take possession before the completion of final title documentation,
their occupancy will be governed by provisional allocation letters, written undertakings, occupancy
agreements and legally enforceable covenants.
Every homeowner and approved occupant will be required to sign a covenant establishing their
responsibilities for property maintenance, lawful conduct and compliance with community
regulations.

Cabinet agreed that breaches of the approved rules may result in appropriate enforcement action,
including termination of occupancy or eviction, in accordance with the applicable agreements and
the law.
The policy also provides for action against residents involved in illegal activities, including illicit drug
use, with matters referred to the relevant authorities where appropriate.
Prime Minister Browne emphasised that the Government’s substantial investment in Pelican Court
must be protected and that the development must be maintained as a safe, orderly and family-
friendly residential community.

Cabinet approved a monthly consolidated community charge of EC$50 per unit to support the
maintenance and management of Pelican Court.
The contribution will assist with cleaning and sanitation, garbage management, maintenance of
common areas, landscaping, lighting, security support and community administration.
It will also contribute to preventative maintenance, minor repairs and the establishment of a reserve
for urgent repairs to shared facilities.

The charge will not replace individual household responsibilities for rent, mortgages, utilities,
insurance or other private obligations.
Cabinet noted that the maintenance arrangements are essential to preserving the development’s
infrastructure and ensuring that residents continue to enjoy a clean and properly managed living
environment.

Cabinet also approved the establishment of a dedicated Management Office, appropriate security
arrangements and a Police Outpost to support the administration and security of Pelican Court.
The Management Office will assist with the enforcement of occupancy rules, the coordination of
maintenance services and the administration of community responsibilities.
The Government considers these arrangements important to ensuring that the development is
managed professionally and that residents have access to an established system for addressing
community concerns.

Cabinet authorised the Pelican Court Project Team to undertake individual consultations with
former residents, verify their legal status and eligibility, and prepare a comprehensive allocation map
for approval before final placement.

The Project Team will also receive dedicated transportation support to facilitate resident meetings,
site visits, community engagement and relocation activities.
Prime Minister Browne stressed the importance of maintaining direct communication with former
residents to ensure that they understand the approved arrangements and their respective
responsibilities.

The Government is targeting January 2027 for the commencement of occupancy, subject to the
completion of the necessary legal, administrative and operational arrangements.
Cabinet welcomed the approval of the policy as an important step towards the successful occupation
and long-term sustainability of Pelican Court.

Prime Minister Browne reiterated that the redevelopment of Booby Alley must represent more than
the construction of modern housing units. It must establish a community characterised by dignity,
responsibility, security and respect for shared facilities.

Cabinet noted that the arrangements approved for Pelican Court will provide a framework for the
management of future Government-supported housing and urban renewal developments.
The Government remains committed to ensuring that former residents benefit from improved
housing conditions while establishing the necessary safeguards to protect the investment for present
and future generations.

Cabinet’s approval now provides the policy framework for the orderly resettlement of eligible
residents, the allocation of housing units and the establishment of a sustainable residential
community at Pelican Court.

Cabinet Receives Presentation on “One Commonwealth Night” Concert for CHOGM 2026

The Cabinet of Antigua and Barbuda on Wednesday received a presentation from a representative of
the organising team for One Commonwealth Night, a major cultural and entertainment event being
planned as part of the Commonwealth Heads of Government Meeting (CHOGM) 2026.
The presentation outlined an ambitious programme designed to bring together music, culture,
storytelling, youth participation and leadership from across the 56 member countries of the
Commonwealth.

The event, being promoted under the theme “Many Voices. One Commonwealth,” is scheduled for
Monday, November 2, 2026, at the Sir Vivian Richards Cricket Stadium, beginning at 8:00 p.m. and
concluding at 11:00 p.m.

Cabinet was informed that the three-hour production is being developed as a flagship live cultural
experience of CHOGM 2026, providing an opportunity for Antigua and Barbuda to showcase its
artistic excellence while celebrating the diversity, creativity and shared values of Commonwealth
nations.

The representative outlined a proposed programme featuring internationally acclaimed performers
alongside some of Antigua and Barbuda’s leading musical talents.
Among the artists identified in the presentation were Jamaican reggae star Tarrus Riley, Grammy
Award-winning Indian vocalist Falguni Shah, popularly known as Falu, Ghanaian musician Rocky
Dawuni, the internationally recognised Kanneh-Mason family of classical musicians, and Jamaican-
Canadian reggae performer Jah’Mila.

The presentation also identified British actor and musician Idris Elba as a proposed host, alongside
Antiguan Senator Jamilla Kirwan. Elba’s participation remains subject to confirmation.
The programme is expected to feature prominent Antiguan performers, including soca artiste
Claudette “CP” Peters, singer-songwriter Asher Otto and vocalist Arlen Seaton.

Cabinet was particularly pleased with the proposed involvement of the Antigua and Barbuda Youth
Symphony Orchestra, which is expected to play a central role in the production.
The orchestra and choir will provide musical accompaniment for several performances,
demonstrating the talent and accomplishments of young Antiguan and Barbudan musicians on an
international stage.

The presentation indicated that internationally acclaimed conductor Daniel Bartholomew-Poyser is
expected to conduct the youth orchestra during the event.
The representative explained that One Commonwealth Night is being designed as more than a
traditional concert.

The production will employ a three-stage arrangement, with separate performance areas dedicated
to orchestral music, storytelling and leadership, and cultural performances.
These stages will operate as one continuous production, creating a seamless experience for the
audience.

The programme will be presented through four principal chapters: “Our Commonwealth,” “Voices
That Inspire,” “The Future We Create,” and “Prosperity, Together.”
The opening chapter will celebrate Antigua and Barbuda as the host nation and is expected to
include a welcome by Prime Minister the Honourable Gaston Browne.

Subsequent segments will highlight inspirational Commonwealth voices, cultural diversity,
innovation, opportunities for young people and the importance of inclusive development.
The programme also proposes contributions from Commonwealth Poet Laureate Professor Selina
Tusitala Marsh and Commonwealth Young Person of the Year Shifra Ainomugisha.
A special segment titled “Digital Futures for Youth” will focus on empowering young people across
the Commonwealth through technology, innovation, entrepreneurship and access to new economic
opportunities.

The presentation indicated that Commonwealth Secretary-General Shirley Botchwey is expected to
participate in this segment, highlighting the importance of creating lasting opportunities for the
Commonwealth’s younger generation.

Cabinet was advised that the concert will also celebrate cultural heritage and inclusion through
performances featuring steel orchestras, traditional music and artists representing different
Commonwealth regions.
The proposed programme includes a contribution from Scotland’s National Piping Centre, alongside
Caribbean and international musical expressions.

The evening is expected to conclude with a grand finale bringing together participating artists, the
orchestra, choir and audience in a celebration of Commonwealth solidarity.
The proposed finale will feature a collective performance of Bob Marley’s One Love, reinforcing the
message of unity and shared responsibility among Commonwealth nations.

Cabinet recognised the importance of using the occasion to promote Antigua and Barbuda’s creative
industries and provide exposure for local artists, musicians and cultural practitioners.
The presentation also demonstrated how cultural events associated with CHOGM can provide a
platform for international collaboration and strengthen the country’s reputation as a destination
capable of hosting major global events.

Cabinet welcomed the presentation and acknowledged the creative vision behind the proposed
production, particularly its emphasis on combining international talent with Antiguan and Barbudan
cultural expression.

The Cabinet noted that the event represents an opportunity to showcase the country’s rich musical
traditions, youthful talent and cultural heritage before an international audience.
Cabinet also recognised the significance of the concert’s broader message, which seeks to move
beyond entertainment by promoting cooperation, youth empowerment, innovation and shared
prosperity.

The Government remains committed to ensuring that the cultural activities associated with
CHOGM 2026 reflect the highest standards of organisation and provide meaningful opportunities
for local participation.

Cabinet noted that the final programme and participation of some international personalities remain
subject to confirmation as preparations continue.
The presentation forms part of the ongoing preparations for Antigua and Barbuda’s hosting of
CHOGM 2026 under the theme “Accelerating Partnerships and Investment for a Prosperous
Commonwealth.”
