Pilgrim moved in public service reshuffle
Pilgrim has moved to a new role in a recent public service reshuffle in Antigua and Barbuda. The change affects several senior government positions.
Clarence Pilgrim previously served as Permanent Secretary in the Ministry of Foreign Affairs. However, officials have now reassigned him to the Ministry of Creative Industries.
Sources say the move came late in the reshuffle process. Therefore, many observers describe the change as sudden.
At the same time, the reshuffle created movement in other ministries. Officials appointed Sharon Stevens as the new Permanent Secretary in the Ministry of Foreign Affairs.
Previously, Stevens held the same senior role in the Ministry of Creative Industries. Consequently, the reassignment effectively swaps leadership between the two ministries.
Meanwhile, Ena Dalso will remain Permanent Secretary in the Ministry of Education. Sources close to the process confirmed that decision.
Many people across the country supported Dalso’s continued leadership. In fact, residents often praise her work within the ministry.
Because of that support, public sentiment favoured stability in the education sector. Therefore, officials decided to keep Dalso in the position.
Even so, the wider reshuffle has sparked quiet discussion in government and administrative circles. Observers continue to watch for further changes.
In many cases, such adjustments aim to strengthen leadership across ministries. As a result, governments sometimes shift senior public officers where they are most needed.
However, officials have not announced any additional transfers so far.
Meanwhile, Maurice Merchant addressed questions about the reshuffle. Merchant serves as Director General of Communications in the Office of the Prime Minister.
He explained that the Public Service Commission manages these assignments. Therefore, the Commission holds authority over the placement of Permanent Secretaries.
According to Merchant, the Commission can move senior officers when necessary. In other words, it deploys experienced administrators where the public service needs them most.
Such decisions, he added, help maintain efficiency across government ministries.
For now, the latest changes remain limited to a few senior roles. However, observers expect the public service to continue adjusting leadership when needed.
