Minister Melford Nicholas announced plans to establish regulations requiring private CCTV owners to provide footage to police. Consequently, law enforcement would gain broader access to critical evidence.

Speaking during the Budget Debate, Nicholas highlighted that communities like Pigeon Point have installed private cameras to improve neighborhood safety. Meanwhile, he noted that these systems often operate outside the law, creating gaps when police need footage.

Nicholas explained that private networks have helped residents monitor suspicious activity. However, he argued they must also support criminal investigations effectively. Therefore, the government plans to petition for rules requiring footage access during criminal cases.

The minister emphasized that the national CCTV platform has already assisted the Criminal Investigations Department in identifying suspects. Moreover, the system has supported successful prosecutions. With 200 additional cameras approved for installation, Nicholas expects wider coverage and stronger investigative capacity.

He stated that private CCTV systems should complement rather than conflict with the national network. Additionally, clear regulations would help streamline cooperation between residents and law enforcement. Consequently, crucial evidence would no longer be withheld or inaccessible.

Nicholas added that establishing rules now is vital as more communities adopt private surveillance to protect property and residents. Moreover, consistent policies ensure fairness and clarity in criminal investigations.

He pointed out that legal certainty benefits both residents and the police. For instance, officers can quickly access recordings without unnecessary delays. Meanwhile, private owners would understand their responsibilities and rights under the law.

The minister stressed that improving surveillance cooperation aligns with the government’s priority to enhance public safety. Furthermore, regulated access reduces friction and improves efficiency during investigations.

Nicholas concluded that this initiative strengthens national security while respecting community efforts. Therefore, residents’ privately installed cameras can now directly aid law enforcement when crimes occur.

Finally, he urged Parliament to support the proposed regulations. In doing so, the government can ensure that all surveillance resources, state or private, contribute to crime detection and prosecution.
