Government approves immigration amnesty to ease labour shortages

Government has approved an immigration amnesty for eligible non-nationals living in Antigua and Barbuda. The move aims to ease labour shortages and help affected workers regularise their status.

The decision came during Wednesday’s Cabinet meeting, chaired by Prime Minister Gaston Browne. At the meeting, the Prime Minister first updated ministers on economic conditions. He also highlighted what Cabinet described as strong job market performance.

Accordingly, officials said the amnesty will support key sectors facing worker shortages. At the same time, it will assist non-nationals who fell out of status mainly because of financial hardship. Importantly, the policy does not target those who deliberately avoided compliance.

Director of Communications Maurice Merchant explained the intent clearly. He said the initiative offers relief while strengthening the workforce. Therefore, qualifying individuals can restore their legal status without penalties.

As a result, approved applicants will gain the right to live and work legally. Consequently, they can contribute more fully to national development. Government believes this approach benefits both workers and the wider economy.

Meanwhile, Cabinet noted that employers will also gain from the policy. With more workers regularised, businesses can fill vacancies more easily. This is especially important as economic activity continues to expand.

In addition, the amnesty reflects a practical response to labour gaps. Construction, tourism, and other service sectors continue to report rising demand. Therefore, Cabinet sees the measure as timely and necessary.

However, officials stressed that details still need finalisation. Immigration Minister Sir Steadroy Benjamin will present a full framework at Cabinet’s next sitting. Immigration Department officials will also contribute to the process.

Those details will include eligibility criteria, application steps, and timelines. Additionally, Cabinet will confirm the start date and duration of the amnesty. Government will share this information publicly once approved.

Furthermore, Cabinet reaffirmed its broader policy position. Immigration rules, it said, must remain fair and humane. At the same time, they must protect national interests and economic stability.

Ultimately, government views the amnesty as a balanced solution. It addresses labour shortages while recognising social realities. Therefore, Cabinet believes the initiative will strengthen compliance and economic participation.

For now, officials encourage affected individuals and employers to await further announcements. More guidance will follow after Cabinet’s next meeting.
